This tool lays out every page as a thumbnail you can drag into a new position, rotate, duplicate, or delete, with the option to insert blank pages or pull in pages from a second PDF entirely. Nothing is written until you click save, so it's easy to experiment with the order before committing — and because it all runs on pdf-lib in your browser, your document is never uploaded.

How to use the organize pdf tool
